new service RocketMQ should be landed under docs/hrm direction #19

In the past we had Rocket MQ umn part under docs/dms/umn eg. with metadata docs/dms/umn/ALL_META.TXT.json and the last change arrived with new address eg. with metadata docs/hrm/umn/ALL_META.TXT.json, so in order to be able to process the data correctly it was decided to create a new service RocketMQ:

Service Name: DMS for RocketMQ

Shortcut: RocketMQ

Documents: API, UMN

Service Area for documentation: Container

location of documentation on Huawei side: https://support.huaweicloud.com/intl/en-us/qs-hrm/hrm-qs-001.html
